  ABOUT PRESIDENTIAL CHARTER A charter signifies that a university has continuously met excellent educational standards and regulations, and so no longer requires direct supervision. Such institutions will become independent degree-awarding universities once a presidential charter is granted. After awarding credentials, they would cease to be linked with other higher education institutions. The GTEC will give a presidential charter to the educational body after a thorough evaluation of the school's curriculum, finances, governance, and facilities. This will turn the university into a full-fledged independent degree-granting institution.
